LED Lighting and Spanish CAEs: Savings Calculation and Evidence

A cautious method for inventorying luminaires, supporting power and operating hours, and preparing TER030 or IND050 LED measures.

LED savings are simple only when the inventory is reliable. Count every lamp, ballast and complete luminaire by zone; establish connected power; and justify operating hours from the activity that actually switches each circuit. The new design must still deliver the required illuminance, uniformity and safety. TER030 and IND050 are possible reference sheets, yet the current PDF determines eligible equipment, the hour convention and the documents that turn a relamping list into a traceable case.

Separate tertiary and industrial lighting scopes

Split offices, sales floors, warehouses, production halls, exterior areas and emergency lighting because their schedules and requirements differ. Test whether TER030 or IND050 covers each zone. A single building can contain both tertiary and industrial uses, but one undifferentiated count invites wrong hours and duplicated fittings. Keep emergency, exterior and intermittently used circuits in separate rows even when the same LED product is installed.

Assign a code to each circuit or physical area and record lamp type, number of lamps, ballast, luminaire quantity, input watts and control method. Nameplate lamp wattage alone omits ballast losses; a whole-luminaire measurement should state instrument and operating condition. Circuit identifiers should connect survey counts, measured power, switching evidence, distribution boards and completion photographs.

Create a circuit-level baseline and credible hour profile

Operating hours should follow switching evidence such as BMS trends, contactor counters, shift calendars or a documented survey. Opening hours do not prove that all back-of-house circuits burn continuously. Seasonal production, cleaning and maintenance periods require a reasoned annual profile rather than a convenient round number. Where direct trends are unavailable, document a representative survey across weekdays, weekends and seasonal operating states.

For occupancy or daylight control, distinguish reduced hours from lower instantaneous power. Confirm whether the selected sheet includes that effect and how it is calculated. If controls are a separate improvement, define a non-overlapping boundary so the same off-hour is not credited twice. Control savings require commissioned timeouts and thresholds; catalogue sensor capability alone does not establish reduced hours.

Calculate power reduction without losing lighting service

The final schedule records luminaire input power, driver configuration and quantity installed. Dimming settings can lower measured demand, but they must also meet the design brief. Use the power convention authorised by the PDF and keep any test reports tied to the exact driver-luminaire combination. Use measured complete-luminaire input where required, including driver losses and the actual dimming state used for the claim.

Compare maintained illuminance, uniformity, glare, colour rendering and task requirements where relevant. A warehouse redesign that removes light from aisles or a workshop that falls below safe levels is not an equivalent service. Explain changed layouts, mounting heights and areas brought into use. Photometric checks should use the completed layout and representative task planes rather than a generic product-file output.

Reconcile photometry, stock movements and installation

Before removal, take wide views and labels that connect old fittings to the inventory. During installation, preserve batch and product information; after completion, photograph operating zones and distribution boards. Sample evidence needs a defensible sampling method when thousands of repeated units are involved. Define a sampling plan by luminaire family, circuit and zone before removal prevents selective evidence collection.

Reconcile purchases, returns, spare stock and installed quantities. Invoice totals often include replacements held in stores or fittings for new floor area, neither of which demonstrates a one-for-one efficiency action. The completion schedule should identify retained luminaires and disposal or storage of removed equipment. Spare stock and fittings for new areas should be excluded through a quantity bridge from purchase to installed replacement.

Treat controls, retained fittings and rebound explicitly

Check emergency circuits, sensor commissioning, driver failures, flicker and thermal conditions. Longer opening hours after refurbishment can increase annual consumption even with lower watts. Keep service changes outside the standardised saving unless the method expressly accounts for them. Investigate failed drivers, thermal derating and user overrides because they affect both persistence and equivalent lighting service.

Review TER030 or IND050 in its current version just before the dossier is closed, including annexes and date conditions. Report the calculation as an estimate of final-energy savings. Recognition can change after verification, and certificate issuance or commercial consideration is never assured by the lighting payback model. The reference codes for this review are TER030 and IND050. Test lower operating hours and reduced eligible quantities separately when presenting the financial sensitivity.
