Solar panels can reduce electricity purchased from the grid, but they do not automatically generate Spanish Energy Savings Certificates. CAEs recognise final-energy savings caused by an efficiency measure; renewable generation and energy savings are related but legally and technically distinct.
Generation is not the same as reducing energy demand
A self-consumption system produces electricity on site. It can reduce bills and grid imports while the useful energy consumed by the building or process remains unchanged. The CAE system instead requires a demonstrable reduction in final energy against a valid baseline, attributable to an efficiency intervention.
A solar kilowatt-hour should therefore not be converted directly into one CAE. An eligible measure, baseline, calculation method and evidence trail must first be identified. The official catalogue changes over time, but a technology being renewable, profitable or grant-funded does not by itself create an applicable CAE sheet.

Find the efficiency measures inside the wider project
A solar project may accompany measures with their own CAE route: heat pumps, motors, drives, lighting, refrigeration, insulation, heat recovery or controls. Each measure must be separated and assessed under its own sheet or method without assigning PV generation to it as a saving.
A non-standardised action may also be considered where an additional, measurable final-energy saving is caused by an intervention outside the catalogue. This is not achieved by relabelling generation as saving; it requires a defensible baseline, method, measurement and independent verification.
Prevent double counting
When PV and efficiency improvements start together, meters must separate generation, instant self-consumption, exports, storage and imports. A fall in grid bills alone cannot show that demand fell. The site’s actual energy balance must be reconstructed from appropriate data.
The baseline should use the same boundary and adjust relevant changes in weather, operating hours, occupancy or output. If a heat pump and PV system enter service together, the heat pump’s CAE saving must follow its applicable sheet rather than the simple difference between electricity bills.
Battery storage requires another separation. It shifts solar electricity between periods and may increase the self-consumption ratio, but it does not necessarily reduce final energy required by the loads. Charging losses, discharging losses, exports and curtailment should be visible in the balance. Otherwise, improved management of electricity flows could be mistaken for an eligible efficiency saving.

- Separate. Give each measure its own equipment, costs, dates and calculation.
- Compare. Keep a consistent boundary and normalise external drivers.
- Trace. Link each result to original meter and project records.
Public support and economic value
A self-consumption grant and a CAE project for another measure should not be combined without reading the governing terms. CAE applications disclose public support, and measures funded through the National Energy Efficiency Fund are excluded. Other schemes may adjust eligible costs or require income to be declared.
No CAE income should be promised against the full cost of the solar array. Any value attaches to savings that are verified and issued, not to renewable output or panel expenditure. A transparent proposal separates bill savings, grants, tax effects and potential CAE value from eligible efficiency measures.
The same discipline applies to environmental claims. Avoid adding exported renewable electricity, avoided grid purchases and equipment-efficiency savings into one headline figure unless the accounting boundaries and conversion factors are stated. CAEs are denominated in final-energy savings; carbon reductions and renewable generation may be reported separately, but they are not interchangeable units.
Assess the project before installation
Map energy uses, equipment replacements, meters, expected PV output, dates and grants. Then identify independent efficiency measures in the current catalogue. Capture required evidence before removal, or define the baseline and metering of a non-standardised measure before it is lost.
Solar PV can be an excellent energy investment without being an automatic CAE generator. The assessment must first establish additional final-energy savings. Only then can volume, evidence costs and potential monetisation be estimated responsibly.
